He can play for ROI at every level up to U21s and still play for Scotland at full international and even being selected for an ROI full friendly still wouldn`t rule him out for Scotland .He has plenty of time to decide .

Yep, although would still be a big step to declare initial allegiance for ROI if he had any intention of coming back down the line.
